PRE SELECTION PROCESS
The pre - selection process started on Sunday 28 September. As of
that date we had received 130 films. There are 15 people on the pre-selection
panel and there is a requirement for a quorum of 9.
The panel comprises: the Chief Editor and Chief Programmer of Guangzhou
Television (GZTV), representatives from Guangdong Television and China
Central Television (CCTV), independent Chinese film-makers and various
academics working on film and/or issues of cultural heritage. Grand
Entertainment, the initiating organisation, is also represented. The
Chief Editor and Chief Programmer are at, or are represented at, each
screening. A list of the panel members can be supplied on request.
Any panel member can ask for a termination if they feel the film is
not
about the theme, cultural heritage and ancestor stories. A vote is
taken and if the majority agree the screening is terminated.
The panel watches 25 minutes of each film and then the last 5 minutes.
The films are not discussed, except in breaks, after the vote has
been taken. Each panel member is given a schedule of films, together
with a synopsis and a voting sheet. Acceptance is indicated by a tick
and non-acceptance by a cross.
The large number of entries has meant that we have had to limit the
numberof entries. The panel has had to adopt a strict interpretation
of the theme.The panel has been careful not to judge the films but
to limit thepre-selection process to whether a film addresses the
theme of culturalheritage and ancestor stories. This interpretation
may in some cases be morelimited than that of filmmakers who have
entered.
We hope to finish the process on Thursday 9 October. The pre-selected
list of entries that meet the festival theme criteria will then be
forwarded to the Central Broadcasting Authority in Beijing. We understand
approval will be automatic. When we receive the approval, we will
notify all entrants.
